This is very rare!  Of course Brant Parker and Johnny Hart started Wizard of ID in 1964.  Then, in 1970, Chuck Jones had a show called Curiosity Shop - an educational show ala Sesame Street.  This cel is from a segment made for that show.  It can be found at https://www.youtube.com/watch?v=6aIBWM24ZCQ.  Comes with a color laser background.
