It's DILBERT!  Created by Scott Adams, there was an animated show from 1999-2000, with Scott Adams as executive producer and made by Columbia Tri Star. It even won an Emmy.  

This listing is for a production cel of ONE character. We've paired it with an 8.5" x 14" color laser background THAT HAS 2 OTHER CHARACTERS PRINTED ON IT. Also comes with matching production drawing of the one character. Cel and drawing both measure 10.5" x 12.5" 

NOTE - the background is not the same size as the cel - it is ONLY 8.5" high, where the cel is 10.5" high. It's hard to see on our picture, so we've included a photo of another cel example with the corners circled so you see what we mean.
