It is an adaptation of the manga series by Takako Aonuma titled Persia ga Suki!. We're not sure if this is from the show or one of the 2 OVA. It is the smaller sized animation cel.  NOTE: production drawing is stuck to the back of the cel. Simba was voiced by Daisuke Gouri and Meso Meso was voiced by Sukekiyo Kameyama.
