The Smurfs are a classic television cartoon show from the 1980's that continue to be popular to this day with movie after movie! And this is a rare hand-painted production overlay/underlay used on camera to make the show. Cels are placed over a background and photographed as a single frame that then appear on the TV. Often times Overlay or Underlay cels are also placed over the backgrounds and cels to add environment items like trees, tables, etc. which are painted on the cels or pasted down onto the cels. These, along with backgrounds are much more rare than cels or drawings, as there is only one background for a few hundred cels or more!
The # after the 0128/240/238 is the episode number. It may be slightly different from the air order, but it should be fairly easy to find this overlay/underlay if you look up that episode and the ones around it (with a few exceptions).
Most of them measure approx 10.5" x 14" but can vary larger or smaller horizontally. Has production wear - including dirt, paint loss, etc.
